I don't totally agree with this analysis. "Remaining relevant" doesn't sound very convincing to me. It's more straightforward and logical to see that a terrorist group will claim responsibility for such acts because, if a significant portion of the population believes them, it gives them a psychological edge. In other words, it's a form of psychological warfare. -- RF
Russians would be wasting their money and time by buying ads to "sow discord" — Americans and their media are doing a fine job of it themselves. Such an observation would logically stem from the observations presented here, but the article makes no mention of it. -- RF
